Format was wrong in some pages of Japanese web site.

Steps to reproduce:
1. Go to the URL above.
2. You will see the page like attached file.  The Japanese characters are
overlapped to the pictures.

Tested 11-08-00 Ja Mac build.

The text (in the table) left margin changes when I change charset from
ISO-8859-1 to Shift_JIS. When I select Shift_JIS, the text shifts to left and
overwraps with the background image.

Is that true this is a MAc only problem ? Change it from All to MAc and reassign 
back to ftang. Mark it as moz0.9 P2.

Is there a easier way to debug this ? somehow this page do not have charset in 
meta tag but viewer do not have view:encoding menu....
Has this been reduced to a minimal test case yet?
I did not see any problem. Yes, it does seem like the left part is overlapping with the right part. 
What overlapped is the "left part" 's image and right part. The image in fact is not belong to 
left part, but a big background image. 

I attached the source I saved into a zip files. It include the page and its images.
