Like mElements in nsHTMLFormElement, we can have a specific class for mElements in nsHTMLFieldSetElement. So, we could mark elements in mElements if they are "direct descendants" (thus, removing mDirectElements). In addition, it might let us remove nsIMutationObserver from nsHTMLFieldSetElement.
