Details
Andrei: please change the SuMoMo Translation Dashboard as follows:
"Translated" should always have a green background, "Needs review" a
yellow background and "Needs translation" a red background.

I think this is probably a CSS thing, should be easy to fix, I'll look at it this week.

This is fixed in r76681, just gonna double check it on trunk before I push it live and mark fixed here.
