Test certs that expire periodically keep causing build breakage

Details
We should generate out test certificates on the fly if that is possible.
mozilla/security/nss/tests/libpkix/certs/PayPalEE.cert in particular expires every six months.
cvs log mozilla/security/nss/tests/libpkix/certs/PayPalEE.cert | grep expired
Replace expired cert PayPalEE
Updating PayPalEE.cert, old certificate has expired.
Replace expired test cert for www.paypal.com
Replacing expired certificate, old one caused test failures after expired.
Replace expired cert PayPalEE
Every six months our builds, both Tinderbox as well as downstream builds, fail and we have to update this cert. It's annoying to have builds fail at the most inopportune times.
Is there a way that we could generate test certificates on the fly?
