content/ apis should offer a .content property for raw content

Details
The Widget API has a .content property that accepts raw HTML content. Behind the scenes, it turns it into a data URI. We're keeping that for widget, so that callers don't have to construct the URIs themselves, thus achieving papercut--. We might want to implement this property in the content/ APIs so that all modules that use them also get this property.

The Add-on SDK is no longer a Mozilla Labs experiment and has become a big enough project to warrant its own Bugzilla product, so the "Add-on SDK" product has been created for it, and I am moving its bugs to that product. To filter bugmail related to this change, filter on the word "looptid".
