Details

Steps to reproduce:
1. Run a debug build with XPCOM_MEM_LEAK_LOG=2
2. Load about:bloat
3. Quit.

Result: the shutdown leak list says roughly "-1 nsTArray_base objects remain".

about:bloat doesn't seem to be a thing any more?
The URL "about:bloat" only loads if you run with XPCOM_MEM_LEAK_LOG.
I can still reproduce the bug, btw.
I removed about:bloat. In fact, to fix a negative leak we were seeing in automation.
