 For the new workflow we need to know if a new Bug is UNCONFIRMED or CONFIRMED for a given product.

Reproducible: Always

Steps to Reproduce:
use any 4.0rc1+ installation and do an ../config.cgi?ctype=rdf
Actual Results:  
allows_unconfirmed is not in the result

Expected Results:  
allows_unconfirmed should be in the result
