Can you reproduce this in safe mode, of with NoScript uninstalled? If not then it is probably a NoScript bug.
This is definitely the default behavior of NoScript. If you allow to load scripts from a URL, all website already loaded which reference this URL will reload to pickup the change. You can change it in NoScript Options - General. Remove the checkmark before "Automatically reload affected pages when permissions change".
