Right now I believe bookmark folders are getting a sortIndex of 0 because they have no frecency associated with them. That means on a full sync they sync last and bookmarks are added to Unsorted Bookmarks before they can put in their folders.
We should consider giving folders a fake high sortIndex so they sync first.
