Adding the qawanted to figure out if it's this particular email or more general and try to figure what is broken with regards to fowarding.

What kind of phenoemenon do you call "Can't forward email" and/or "attachment https://... can't be forwarded"?

Are you talking about similar phenomenon to bug 608220(that bug is for detach/delete of application/xxx part in same mail structure) upon forward?

If View/Message Body As/Plain Text, part-2(multipart/mixed) is ignored because of multipart/alternative mail.

If View/Message Body As/HTML(Original or Simple), part-2-2(application/xxx in multipart/mixed of multipart/alternative mail) is merely shown as if attachment at attachment pane because it is not-shown-in-inline part upon display of multipart/mixed part of multipart/alternative mail. The part-2-2 is never real attachment for current Tb.

open the mail , press the forward button, nothing happens.

The MIME parts are sort of non-standard in this message.
However, it displays and forwards fine in TB 49 (2016-05-17).
