When users open the Add-ons Manager for the very first time, the Get Add-ons pane should be the one showing. Right now the default for new profiles is the Extensions pane.

Almost forgot about that - we were holding off until the discovery page was useful. Its useful now (and has been for awhile).

Harder patch than I anticipated due to all the test failures that changing this caused. Many tests were relying on the extensions list being the default so most of those were changed to force open to the extensions list. It also seems that when opening with the discovery pane the pane's inner-window gets focused which means that the event synthesis for doing searches wasn't working right so I had to force the main window to get focused in those cases.
