Additional Spell-check dictionaries do not appear  in editor's context menu

Reproducible: Always

Steps to Reproduce:
1. Start Minefield with new profile
2. Open URL ( https://addons.mozilla.org/en-US/firefox/addon/3077/ German dictionary Firefox 3.0a8pre - 4.0b8pre)
3. Install Spell-Check Dictionary and Restart Browser
4. Open This page (include textarea)
5. Right-click on the textarea and choose "languages" in edit context menu

Actual Results:
 Additional Spell-check dictionaries do not appear.

Expected Results:
 Additional Spell-check dictionaries should appear.

After set extensions.alwaysUnpack to true,
And install the dictionary.
The dictionary apperars in edit context menu.

is mentioned Firefox 3.0a8pre - 4.0b8pre
However it does not include <em:unpack> in the install.rdf.

So, this is  bug of the dictionary.
