l10n-merge introduced a bug into hebrew b7, in that it fell for a .properties file that didn't have a trailing newline in English, inserted the last entity from English as not-last in Hebrew, and bustage all around.

This shouldn't be a problem for DTD files, as those have line-ending indepent end markers.

fix is in http://hg.mozilla.org/build/compare-locales/rev/7d962889358f and shipped in 0.9.1.

It'll be a while 'til we can use that version in releng production, though.
