The white part of download manager starts 21 px too high and covers part of the upper border (It annoys the **** out of me).

Reproducible: Always

Steps to Reproduce:
1.Start Firefox 4 (beta 7)
2.Press Ctrl + J
Actual Results:  
I see the "white bug"

Expected Results:  
I shouldn't see the "white bug"

It doesn't seems like it's a problem with
chrome://mozapps/content/downloads/downloads.xul.
I think it's the windows web frame that is programmed to start too high.
