The l10n API is a concept that hasn't yet been proven, since we haven't yet stood up the server-side web app that we'd use to prove it. Thus we should pull it for the initial beta release, since we don't have enough information to be able to make the beta promise to developers that it isn't going to change. Nevertheless, I would very much like to see it land again in a subsequent beta once we get the server-side web app stood up and demonstrate via testing, feedback, and evaluation that the model we are employing is the right model for us to be using.
