Most SDK users on Windows to date are also MSYS users, and MSYS-like environments make it easier to use the SDK on Windows. MozillaBuild in particular is easy to install and use on Windows and gives users Python and a default PATH value that includes, making it easy to get up and running with the SDK.
So readme.txt should recommend that users download and install MozillaBuild and then use it to access the SDK, although it should mention that there are other options for advanced users with existing MSYS setups and Python installations.
