61445 - menu selections don't highlight

Dragging the cursor over most menu items in this build of Mozilla, does not
highlight the element, although an action may take place (i.e., expanding a
submenu).
Seems to work only for View, Go, Bookmarks once the cursor is beneath the first
separator line (e.g., View > Text Size highlights, View > My Sidebar doesn't).
For Tasks, it only highlight after the last separator.

Reproducible: Always
Steps to Reproduce:
1. Click on any menu
2. Move cursor down to select an item


Actual Results:  No highlighting occurs for the majority of menu items, although
any expected action like expanding submenus does.

Expected Results:  The menu item should be highlighted while the cursor is over it.
