need a way to recognize failed build - QA runs with 1/2 of the tools not present, and produces 1000ds of errormessages - instead should be missing build / incomplete build message
When no build at all the following is being sent without subject DOMSUF=red.iplanet.com, HOST=kentuckyderby - OK, (y/n) ? YES!
