CTRL+SHIFT+TAB usually was doing backwards tab scroll (like CTRL+TAB but with the opposite direction), even with browser.ctrlTab.previews = true, but now with that pref set to "true" - that hotkey opens all tabs preview.

Currently, the original scrolling list opens when you press ctrl-shift-tab in preview mode, see bug 669265

I tihnk that's a dumb decision to block the hotkey that switched to the previous tab.

Confirmed bug, looks like it is just switching focus like shift-tab would normally.
