The j-pake screen is not localized.  Tried in german, chinese, italian, and spanish.

Repro:
1) install FF Home 1.1b3
2) launch ff Home, and click i have a sync account
3) Verify the j-pake screen is not localized

Expected:
- j-pake screen is localized

ActuaL:
- page not localized
Forgot to include the locales to the project for these new screens.
