For comm-central, we have a file that we'd currently like to exclude from omnijar. In theory we could integrate it but then we'd need to fix a other issues in core and we don't think that's appropriate or necessary at the moment.
Therefore we'd like to be able to extend NON_OMNIJAR_FILES. This is quite easy with a change to addition rather than just equals.
