Wrap long bug summaries in dependency graphs, to avoid horizontal scrolling

When you display a dependency graph with bug summaries included, the graph is pretty unusable because it doesn't wrap bug summaries, meaning that a single bug summary can easily fill the whole window width. Either webdot, or us manually, should wrap them to some reasonable width (60 characters or so would be good, I think).

r=gerv. This won't wrap summaries starting with ">", but that's rare, and this seems better than rerolling another wrapping function.
