We should support WebP images.

This patch just adds the WebP library to the build. In the next patch, I'll integrate it with libpr0n.

I wanted to CC Timothy Terriberry, but I couldn't find his bugzilla user name. I've tested the build on Mac and it seems to work.

(I just CC'd him. Note that bugzilla has autocomplete magic in email fields now -- I just typed "Terriberry" in the CC entry field, and after a second, his full name & email automagically appeared)
