We should allow Unix configuration style comments (# to the end of the line) in the policy file to allow developers to document policy decisions or comment-out policies during testing.

The W3C spec doesn't define policy files (or policy-uri), so while nice to have, this is an enhancement. If this doesn't make the 1.1 spec, this probably won't get done.

We don't support policy-uri in the new CSP implementation. If we support policy-uri in the future we can add this back.
