You can use numbered lists in a template or in front of a template in an article. It should not be reset.
Here is an example in https://support.mozilla.com/en-US/kb/Private%20Browsing
# [[T:optionspreferences]]
[[T:customhistory]] (Reset)
# Click to select '''Automatically start Firefox in a private browsing session'''. (Reset)
# [[T:closeOptionsPreferences]]

If we can make this work, and I'm far from certain we can, the outcome is probably too disruptive for other use cases, especially for nesting a template inside a list item which currently is supported. Changing things like this becomes more destructive the more content is created.

I guess narrowing the scope is okay, we have been writing articles for over three years now and didn't have a problem with the limitation. Michael, correct me if I'm wrong of course, since I only started paying attention for the last year.

We have a number of documented workarounds for lists and templates that work for our needs - https://support.mozilla.org/en-US/kb/how-to-use-templates . In the future if we want to make lists and templates better we'll probably need to create a new parser. So I'm closing this as wontfix.
