Bug#570814 means that now that nightly builds for all OS on a branch have the same BuildID.

We'd like to do the same for release builds, so all release builds for all OS on a given release will have the same BuildID. This will reduce user-visible confusion and help support+QA.

I wasn't able to get the properties scheduler to work properly with the existing dependent scheduler chain, because there was one dependent scheduler for builds for each platform.

Now there's one dependent scheduler for all builds. It's triggered after tagging is complete, just like before. When the scheduler runs, it calculates a buildid which is then passed on to all the builds.

The builds then trigger repacks via the Triggerable repack schedulers, like how we do nightly repacks.

Could also put the source/xr_source schedulers into this Scheduler. Doesn't effect behaviour though, so r+ either way.
