System : Nightly build 2000113020 on WinNT4 SP6
Description: Cannot use the 'back' button in the above URL (uses frames). This
is a pretty standard page (no JS, CSS, etc.).
Steps to Reproduce:
a) Load above URL in a new window
b) Click on any of the links on the top frame (say 'Screenshots') to load a
different document in the bottom frame.
Expected Result: The 'Back' button should become enabled.
Actual Result: The 'Back' button stays disabled.

Other info: The 'Back' button in the context menu stays disabled too. However,
you can go back by using the 'Go' menu. Probably cross-platform and already
reported but I couldn't find it.
Here's another URL:
http://alphaworks.ibm.com/tech
Click anything on the left frame to load a page on the right frame. No 'back'
button. Be sure to load in a new window.
There seems to be a weird interaction with the 'Reload' button. Reloading a
couple of times seems to enable the 'Back' button but nothing loads if you go
back anyway.
