1) This works ok in Firefox not in Seamonkey !
2) On the Verizon webmail page, there is a drop down to select which folder to move a selecterd email to. The initial display shows 7 choices, with the usual slider and arrow to show more choices. The space on the slider clearly shows more choices are present (actually about 20 or so are there), but any attempt to use the slider or arrow to see more choices causes the drop-down to instantly disappear. I can't move the selected field with arrow keys either. I can select any of the visible 7 choices, and move an email to only one of the 7.
Reproducible: Always
Steps to Reproduce:
1. Attempt to move an email to any folder not shown in the initial drop-down display
2.
3.
Actual Results:
1) If the desired folder is one of the 7 initially displayed, no problem.
2) Any attempt to display more of the approximately 20 choices causes the drop-down display to instantly disappear.
Expected Results:
To work correctly, as in Firefox.
This bug causes loss of a major function.

What happens if you remove the "emulate Firefox/3.5" from your user agent?
Try Tools->Clear Private Data and clear cache, cookies, and offline website data.

It makes no difference whatever. The problem is still there, exactly as described above.

We use exactly the same engine as Firefox so we should behave identically. In most cases of this sort it turns out to be bad browser sniffing by the website which results in the wrong code sent to the browser.
As an experiment try changing:
general.useragent.extra.seamonkey
to
Firefox/3.5.15
Restart SeaMonkey or open a new window and navigate to your Verizon webmail.
Finally please confirm that you:
a) don't see the problem with actual Firefox 3.5
b) don't see the problem with actual Firefox 3.6
Also do you see the problem with
SeaMonkey 2.1b1?
I only saw 5 initial entries; Inbox ... Trash.
Added 3 more folders; test, ... 3.
I'm using what appears to be the "old" version of Verizon Webmail.
(Link to go to "New Email Version". New version would have Calendar or some such.)
Successfully selected a message & moved it to 'test folder 3'.
If you create a new clean Profile, does the problem persist?
If you start that Profile in -safe-mode, does the problem persist?
I created a bunch more Folders.
In, Drafts, Sent, Spam, Trash are all defaults.
Everything under 'My Folders' is manually created.
Verizon has two versions of their webmail; Classic & New.
/In the New version/ there is an issue with SeaMonkey 2.0 & FF 3.5 with the 'Move To' dropdown box.
You cannot actually use the scrollbar to navigate through the entries (as mentioned by the OP) as it does disappear (un-drop). Though you can move slightly to the left, into the folder name field, & use the mouse scroll-wheel.
Not particularly easy to do, not convenient.
Thinking more a design issue rather then browser?
Classic does not exhibit this behavior.
In any case, while I can Confirm the OP's bug, given that FF 3.5 is EOL & SeaMonkey 2.0 virtually so, & since this bug will never be fixed, I consider this bug Invalid.

That said, other then differences between Classic & New, I don't seem to have any usability problems with either version. No problems moving a message to any other folder, nor do I have any issues with any of the dropdown fields disappearing on me (rolling up).
