Fennec 4.0b3 build 1 happened on the same relbranch as Firefox 4.0b8 build 1, and tried to bump mozilla-central's version on the relbranch. Since this had already happened, there was no change to commit, and the tagging factory died. We should probably warn or ignore this, or at least not halt.
Planning to fix this this quarter.
