61950 - mail component tries to load the start page before the mails

If the "load start page" option is set,
the mail component tries to load the start page before the mails :
on a dialup system with a mail server, this result in error messages
"failed to connect" (or something similar).
Moreover, in some cases, user is not able to see his mail because
the start page is not available.

Reproducible: Always
Steps to Reproduce:
Set up a dialup and mail server.
Fetch your mails from your ISP to your mail server.
Stop the connection,
then try to get your mails on your workstation
with the "Show Start Page" option enabled.

This might do it - it stops mail from loading the start page early on, although
it still loads the start page later in commandglue.js
