I have been able to get myself into the state shown in the attached screenshot quite a number of times over the past few days, running the latest nightly.

As you can see, I get the tab overflow arrows, but there isn't any need for them. When I open a blank new window, the overflow arrows are there too.

Does it happen right after a restart with sessionstore enabled?

I haven't seen it happen lately, so was probably fixed elsewhere. Will re-open if I manage to make it happen again.

Alex, is it a clean profile or do you have extensions installed? How reliable you can reproduce this issue? Does it happen on and off?

Clean profile except for some extensions that shouldn't affect anything here (AdBlock, etc). Can't reproduce it reliably, unfortunately.

Can you please try to disable those in any way? We have had a lot of side-effects in the past. If you don't mind, you can also send me the profile for investigation.
