621069 - FxHome setup instructions don't work with 3.6+1.6

Many users who have the expectation that things will work confine themselves to released products. In the case of FxHome + Firefox Sync, this fails.

If you are using Fx3.6+Sync 1.6, the setup instructions in FxHome lead you down the garden path.

1. Install FxHome
2. Tap "I have a sync account"
3. Open sync prefs in 3.6+1.6 and observe that there is no "Add a device" option.

I understand that 3.6 can't support JPAKE, but we should keep the "Add a device" link and open a help page that describes the 'not-easy' setup path. Otherwise users will get frustrated that they can't follow the in-product instructions.
