Details
I have always considered quips as being totally useless to a bug tracking system, and after 6 years working on Bugzilla, I still see no interest in supporting quips. We moved e.g. the voting system or the bug moving system, which both bring more value, into an extension. Quips should go there as well.

Ah, surprisingly I disagree. I know a lot of people who really enjoy quips and I don't see any harm in continuing to include them in Bugzilla. I've never read anything but positive comments about the quips system, and I'd say 50% or more of the Bugzillas that I've interacted with have them enabled and in use.
