Open MailNews, hit Cmd-Shift-S to open the search dialog. Start tabbing through the dialog's widgets. Notice that to move from the "match" radio group to the search criteria elements you need to hit tab twice, with no visible focus remaining after the first tab. This is because the search criteria frame is part of the tab order, but not styled as such on Mac. The Mac solution would be a visual feedback when the frame gets the keyboard focus. The better solution would be removing the frame from the tab order for all platforms...
We could exclude the searchTermList listbox from the taborder. The listbox can be found in a shared file: mailnews/base/search/content/searchTermOverlay.xul
