We have had feedback that "denied" is unnecessarily negative and puts off new people. "Not granted" seems friendlier :-)
This is a one-line change in template/en/default/request/email.txt.tmpl.

This will affect all flags, not only the "review" one.
Summary: Change "review denied" to "review not granted" → Change "denied" to "not granted"

Yeah, disagree. It works for Mozilla because "not granted" makes sense on all of the flags they use, but "denied" makes sense on a broader basis and is easier to do filters on in email clients.

We actually originally WONTFIX'ed this request upstream and then bmo moved it to being a customization. I believe there were good discussions about it on the original bmo-specific bug.
