Mouse cursor not updated until mouse move

Details
Steps to reproduce:
1) Go to web site that has similar page layout for multiple pages (for example
http://www.ucomics.com/calvinandhobbes/viewch.htm)
2) Click some link that will exists in same place in the new page (for example
"previous date")
3) Wait for document to load without touching your mouse
4) See default pointer cursor instead of (hand with index) finger because a link
is under mouse cursor
5) Move mouse 1 pixel and see cursor to show correctly
Expected result:
Seeing correct mouse pointer at step 4.
Platforms tested:
Linux and Win98
Interestingly under windows build immediatly after page load cursor seems to be
correct but after a second or so it's changed back to incorrect one. (Due to
hack to some another bug?) Same bug shows when you keep your mouse still and
scroll with keyboard - mouse cursor is incorrect one when it lies above a link.
Also links do not get mouseover status (or at least a:hover doesn't work).

Reporter: what build are you using (this is very helpful)?
If it is older than a few days please update to a nightly.
