It's just annoying to have to do separate reviews and separate commits when something touches the .htaccess file. In the long-term we can uplift all the functionality (see bug 616703) into Django and drop the .htaccess file completely, but in the mean time, I'd like to get it into the same repo.

No reason to try to push this into 2.4.2 since we aren't going to have time to work out the changes with IT. 2.4.3 is fine. :)
