Localized versions of the AoA page should be able to see canned responses in their locale. We should consider what the behavior is when no canned responses are available for that locale. Show English responses? Show nothing?
Not sure if English would be really helpful, maybe a link to a page that explains how you can help out by translating those strings. Or we only open localized versions of AoA for locales that ask for it.

Even if you go to /fr/army-of-awesome right now, you'll just get the English main content and localized header/footer/sidebar. But we don't have to publicize it to people in locales that aren't well supported.
Since we will only show tweets in a certain locale, please provide an empty box if ther are no localized snippets, and a text on top where you'd normally see snippets, that says something like: We provide English snippets for the top topics coming up on Twitter [here]. That's the official name for them, even though we often refer to them as snippets or canned messages frequently.
William, sorry, Michael is usualy our copy magician. But for AoA, can you provide the actual wording?

This may or may not influence the wording: the locale-specific signposts could be entirely different (if they have different common problems). So "localize these messages" might be better phrased as e.g. "provide messages specific to your locale"

Hey, that sounds great! I would just change 'locale' to 'language' to avoid the jargon.
