Please create a staging server for hagege branch on SVN (projects/www.mozilla.org/branches/hagege) upon it's creation. Marking this bug blocked by the one about creating the branch. Thanks, Milos.
BTW, I forgot to say that we'd need everything the same as for mozilla.org trunk stage.

Does this need to happen before Firefox 4?
yes please, some urls from about:home in Fx4 may point to pages on mozilla.org and we want to have the l10n system in place for that
