bug 508896 was supposed to enable these as part of it, in order to make the push race protection work. Currently, that's broken, we should enable this to fix it.

We don't actually use mq itself, but it enables 'strip', which we do use.

Landed this on mpt,mv,scl, and staging puppet masters for both 32-bit and 64-bit Linux build machines.
