627009 - Make it possible for locale leaders to bypass the reviewing stage

Many locales only have one localizer, not a team, so it makes no sense for them to submit an article for review and then click again to actually review it. There should be an extra button to just publish an article, and eliminate that extra step

Before we can implement this we need the groups feature, so we can limit those "instant publishes" to the languages where someone is a locale leader.

More points to this change:

Sometimes the articles are very easy to translate, or even to update to English ones, so it would be very helpful to easy approve the actual document that are in screen.

But please, keep the "Send revision" too, because sometimes we want others to review our translation too.
