Some parts of release automation behave differently if buildNumber != 1.

Back in the 3.0.x days we cleverly did:
- Tag (build1)
- Tag (build2)
And then ran through the rest of the automation as build2. This wouldn't test _all_ the possible build2 logic (in particular, generating snippets for older builds of the same version), but it tests the most important build2 stuff.
