Test:-------------------
Go to any web page that is longer or wider than your browser window.  Scroll to
any location on the page other than top left.  Refresh the page using any
method. I used the toolbar and the context menu.

Expected Result:---------
The page content will be refreshed and the page will be scrolled to basically
the same spot before the refresh just like the scroll state works with the
<back> button.

What happens:------------
The page is scrolled to the top left after a refresh.

Other browsers:-----------
IE - Refresh - Keeps scroll state
IE - <ctrl> Refresh - Scrolls to the top left
NN4.x - Refresh - Keeps scroll state
NN4.x - <shift> Refresh - Keeps scroll state
Opera 5.0 - Refresh - Keeps Scroll state

this has recently been broken, as it has been fixed in the past. We are working
on it, thanks for reporting bugs!
