Bug to track shifting bugzilla.mozilla.org to Phoenix as the active site and turn SJC1 into the standby site.

@dre - is there any metrics we need to be aware of?  You just read from the database, you don't insert into it, do you?

We only read, that is correct.  I am not 100% sure, but I believe we have done some log file parsing on the bmo access logs previously.  I'll check with my team to see if there is any automated system for it.

Dropping the dependency on the phx1 backup server (still needs to be done, but it's not blocking moving this).  Current plan will allow backups to continue from SJC for now.
