This is actually already fixed upstream. The problem you are experiencing is due to a backport done by Mozilla of another feature (the new attachment editing UI). Without that feature being backported, you wouldn't run into the problem you're experiencing. (That is, normal Bugzilla 3.6 installations do not experience this issue.)
