Bug 628749 moves over forums notifications to the new system. We need to exclude users from being notified by their own changes, e.g. when they are watching a thread and post in it, or watching a forum and create a thread or post in it. This is a wider thing but the forums is where we'll immediately see it working (current tests should fail).
