I originally ran into this bug with different Firefox windows but was able to reproduce it on a web page.

STR:
With two boxes near each other, both with scroll bars showing do:
1. Scroll in first box with mousewheel.
2. Move mouse to second box.
3. Scroll with mousewheel.

Every once in a while, the second mousewheel scroll affects the first box and not the second.

On the attached testcase I was able to reproduce this about 1 in 5 times, though I can seem to reproduce this reliably with different Firefox windows.

I cannot reproduce this bug. ESM switches the default action target for mouse wheel scroll immediately after mouse cursor leaves from previous target. So, I have no idea why such bug can be. What mouse are you using?
