630529 - Web console cannot be accessed for pages that are focused in panorama

STR:

1. Make sure you have some tabs opened 
2. Open a page in a new tab, let's say www.bbc.com
3. Focus another page (other than bbc)
3. CTRL + SHIFT + E to bring up panorama
4. in panorama focus bbc.com using keyboard arrows 
4. When focused, go CTRL + SHIFT + K to open console 
5. Go away from panorama (CTRL + SHIFT + E again)

Expected: 
Console should be opened for bbc.com 

If you repeat the above STR, but having a page focused from normal mode, 
you can bring up the console for that specific page while in panorama environment.
