Details
1. goto URL in fennec or minefield : http://people.mozilla.com/~nhirata/html_tp/datentimescript.html
2. change the system's timezone without closing the browser
3. go back to browser with the URL still open.
Expected: time should have adjusted to the system's timezone
Actual: time has not changed
Note:
1. Safari does change the system time
2. issue is for devices that may change timezone depending on geolocation
