For netscape 6, composing in HTML by default would be ok, but this is Mozilla :) So, when setting up a new profile Composing in HTML should be turned off by default (I couldn't find another bug report about this)
CC'ing mpt, but beware of his wrath! ;) I'm pretty sure this has been discussed before
